Description and photos are sufficient to confirm the ID of Tufted Duck. Although the "tuft" is on the short side there are no other field marks that suggest hybrid ancestry.

I've seen other male Tufted Ducks with short tufts on the island of Attu in Alaska, so in my humble opinion there is nothing unusual about this bird's short tuft.
