There isn’t enough detail in the description to be conclusive.  A dark gray mantle doesn’t seem to fit any ago of Ruddy Turnstone.

I do agree with others that the description is pretty light, but I still believe Ruddy Turnstone to be the only bird with the combination of dark marks on face (subjective I know), a dark bib, and orange legs and feet. I may be biased because I saw the bird though.

I'm guessing that the bird reported here was truly a RUTU, but the rare bird report description wasn't thorough enough for me. In particular, there's no mention of the turnstone's obvious and unique bill shape, nor were any other shorebird species competed.
