I'm nervous about accepting a 2nd state record without photographs, but the report is well-written, seems to support the identification of this bird as Ruby-throated Hummingbird, and eliminates other species.

Characteristic plumage details well described. Recognition of consistent patterns of these very subjective features in the Archilochus hummingbirds will undoubtedly result in more Ruby-throateds being reported in our area. We will have to pay close attension as they roll in.

"Tail wagging", or rather lack-there-of, behavior also an importent key noted. Good bird!
