I had difficulty deciding on this problematic record; and have not actually decided, but would like to see further discussion. The bicolor appearance of the bill does not seem to be an obstacle, but the white of the supercilium and throat appears too dingy to be a RB - this could be a photographic effect, I suppose. And I'm not sure that a hybrid can be eliminated as a candidate. I'll be interested to see the impressions of the other committee members on the character of the streaking. Without a front view photo, I cannot judge the degree of streaking across the center of the breast.

I'm a little on the fence on this bird. The bill could be either species. I also can't see enough of the breast to know how the streaking looks. It seems that it could be on either end of either species. I'm going to err on the side of caution and vote to reject.
