Although there is no written report the pattern of heavy streaking across the center of the breast that's visible in the photo is sufficient to confirm the identification of Rose-breasted Grosbeak.

I agree with Doug that some form of written report would be helpful.  However date and location of the photograph are established and I'm convinced that this is a Rose-breasted Grosbeak by field marks visible in the phot including dusky bill, white supercilium, and especially the heavy black streaks across the center of the breast that are diagnostic.

I'm not totally comfortable with the identification of this bird as a Rose-breasted Grosbeak based on this photograph alone. Some written description would have been nice. However, the streaking on the breast seems inconsistent with Black-headed Grosbeak and supports Rose-breasted Grosbeak. Therefore, I hesitantly vote to accept.

To be honest, my first impression as I opened the photo was of a juvenile Black-headed Grosbeak (Pheucticus melanocephalus) which can show a fair amount of fine streaking on the chest to first molt. While I trust the work of the people at the Idaho Bird Observatory, and the fact that this bird doesn’t show a strongly bi-colored bill points to this being a Rose-breasted Grosbeak (Pheucticus ludovicianus) - probably an immature male based on the buffy breast - I would like to see some form of write-up with photographic submissions to substantiate identification. A mention of wing lining coloration would have clinched the identification for me.

I'm sorry but I'm going to be obstinate on this one (I looked again and I'm not 100% convinced of the ID). I think photographic documentation should be accompanied by a writen description. I maintain my reject vote.
