Probably a Jaeger but Berry's description does not differentiate the Parasitic from Long-tailed Jaeger. The report is lacking in detail. According to Sibley, "Identification (of Jaegers) should be approched cautionsly and based on a combination of characteristics". Berry only includes a description of the tail.

First of all, the description was too brief for me to confidently establish a species identification. Also, the sighting seems suspiciously late for a jaeger in Idaho, since virtually all of our records have occurred in August and September.

May well have been correct but description insufficient (to be honest, I can't even read the first 2 words in the Description - maybe it says, "breast dark, tail with forked streamers"). Without other details of size, length of streamers, etc., this alone does not rule out other jaeger species...
