Despite atypical habitat the observer is experienced with the song of Least Flycatcher and was able to visually confirm that the song eminated from an Empidonax ssp.

After reading the first round comments I agree with Dave, there is no description of the bird and very limited detail of the song. Although I believe that Lisa heard a Least Flycatcher I think we need to see more detail of the song.

I have always felt that Lisa's identification was correct. My hesitation was due to a lack of documentation rather than any doubt about Lisa's ID of the birds. The addition of a description of the song is enough to sway my vote back to accept.

Accept based on call. Atypical habitat suggests a migrant (if I remember from back east, Least FC do call in migration). (However, we had a LEFL in Latah County for a week or so summer of 2006 in Ponderosa Pine bordered by an Aspen stand.)
