Stacy says in his documentation, "could not conclusively eleminate the Ringed Turtle-Dove". I think this is neceassary for an accepted record. The Ringed-Turtle-Dove is sold in pet stores and I know they escape from captivity because one was at a feeder of a friend of mine a couple of weeks ago.

After reading comments from other Committee members and reading the report again I agree that the undertail coverts are not adequately described. Therefore Ringed Turtle-Dove can not be conclusively eliminated.

Regretably, I voted to reject this one because the accompanying report didn't adequately describe the candidate bird's undertail coverts, nor did it compete the candidate with Ringed Turtle-Dove. This is especially critical in Canyon County, where escaped Ringed Turtle-Doves occur.
