This is an excellent and thorough report - Kit did her homework.  Identification is straight forward.  Records are increasing in the western US and timing fits the emerging pattern of occurrence.  There are no bands present and no other signs of captivity.  The wear on the central rects seems appropriate for a juvenile at this season.

No doubt about the ID, and I was glad to see Dave Iron's thoughts. Other than zoos, I can't imagine anyone keeping one for falconry.

The images of this bird were diagnostic for CRCA, so the species identification was never in question.

Although natural occurrence is a concern with this record, I believe this was more likely than not a wild bird that had arrived in the Howe area on its own volition, based on the numerous other winter-period CRCA records in CA and OR and its adept ability to feed itself.

I was initially hesitant about accepting a winter record, but while summer records appear to be the most common, I found a few other extralimital winter records including one from Massachusetts.
