If these are CACG, it seems unlikely that they would be swimming in a pond in a city park if they were indeed wild birds.

It is my understanding that only the minima subspecies of CACG can reliably be distinguished in the field, and so I don't believe that species identification is established for these birds, though they seem to be good candidates for CACG.
