The description and photos are sufficient to confirm the identification of Cackling Goose.  I agree with the observer that they are most likely of the race taverneri.

This group of three apparently similar birds makes a good candidate for CACG. The photo gives the impression of a steep forehead, but I don't find it completely convincing.

I'm switching my vote because I am unable to judge the sizes of these birds, and the bills do not look stubby enough for cackling geese.
