The date of this report is outside the expected range for this species, the habitat seems wrong, and the description is not consistent with a single Broad-winged Hawk as pointed out by others in their first round comments, ie some the field marks fit adult Broad-winged Hawk while others fit a juvenile but this combination of traits would not be shown by any age/plumage of Broad-winged Hawk.

While a Broad-winged Hawk at this date and location is certainly not out of the question I'm not comfortable accepting accepting this record because of the discrepancies in the description.

I'm changing my vote not to accept. This could be a Broad-winged Hawk but after reading the report again, I agree with Dave and Cliff, parts of the documentation are not all that convincing.

This report describes diagnostic fieldmarks of a BWHA. The tail is described as adult-like, while the breast is described as a "clear white breast with no markings" which sounds more juvenile.

Like Cliff, I find this report a little baffling and I wish there were more detail. The dark wingtips & trailing edge on an otherwise white underside, smallish size, and pointed wingtips (assuming the rest of the wing was broad - unfortunately not stated) all point towards BWHA and the date is definitely late but certainly not outside the realm of possibility. The distinct moustache bothers me and I wish there was a photo or more info b/c I'm not sure what else it could be.

This was a difficult decision for me. Although I think it's possible that the observer actually saw a BWHA, I found his description to be very difficult to understand and incomplete, and his Similar Species section was unhelpful.

The description is somewhat inconsistent (only juveniles have plain white breasts, but they don't have a tail band). Everything else seems to fit with Broad-winged Hawk though.
