The report is intriguing but I don’t feel it is conclusive and it does not consider Red-tailed or (especially) Red-shouldered Hawks.  I’m also concerned (intrigued?) by the assertion that BWHA is seen annually at this location.  It would be valuable to solidly document annual occurrence.

After re-reading the report and others votes. I've changed to reject because I also don't believe Red-tailed or Red-shouldered Hawk were completely eliminated.

While some significant details are missing from this report, such as the wing vs. tail length on perched bird, and throat/breast coloring, description is sufficient to eliminate accipiters and other buteos.

I would have liked to have seen separation from a Red-shouldered Hawk (to me, the most similar Buteo) but otherwise convincing. Also, let's be clear that the bird described is a 1-yr-old (or second-calendar-year) bird ... not a "1st-year".

While I agree that the report could have dealt better with other Buteos (RSHA, RTHA, etc.), the bird sounds like a Broad-winged - especially the small size and the short, broad wings.

I have to agree with Cliff and Dave that the description does not eliminate RSHA or SWHA, and a small RTHA is not considered. So, I'm switching my vote.

This could very well have been a BWHA, as claimed, but I wasn't completely convinced because the report did not adequately compete the sighting against other possible buteos, notably RSHA, SWHA, and RTHA.
